Despite a 2010 state ban on quotas for arrests and summonses, an investigation by NBC O&O WNBC New York reveals a dozen New York City police officers who claim the practice still exists.
“We’re the predators. They’re the prey. The worst thing you can have is a police officer that needs an arrest for the month. There’s no discretion,” said one officer.
